China's imminent expiration of anti-dumping measures on imported methylene chloride

China's Ministry of Commerce announced on the 14th that the anti-dumping measures for the import of methylene chloride will expire soon. Domestic companies or natural persons, legal persons or related organizations that represent domestic industries may apply for final review within a certain period of time.

According to the Ministry of Commerce's announcement, according to Article 48 of the Anti-dumping Regulations of the People's Republic of China, the deadline for the collection of anti-dumping duties and the commitment period for price commitments shall not exceed five years; however, the termination of anti-dumping duties after review may result in dumping and If the damage continues or recurs, the period for collecting anti-dumping duties may be extended appropriately.

According to the announcement, from the date of the announcement, domestic industries or natural persons, legal persons or relevant organizations representing domestic industries may submit an application for final review in writing to the Ministry of Commerce 60 days before the expiration date of the relevant anti-dumping measures. The application should contain sufficient evidence that the termination of the anti-dumping duty will likely lead to the continuation or recurrence of dumping and damage.

If the domestic industry fails to apply according to regulations, the Ministry of Commerce has not decided to take the initiative to conduct a final review before the termination of anti-dumping measures. The relevant anti-dumping measures will be terminated from the due date.

In 2002, China imposed anti-dumping duties on imported methylene chloride originating in the United Kingdom, the United States, the Netherlands, Germany, and South Korea. After the final review, an announcement was made on August 15, 2007, and it was decided to continue to impose anti-dumping duties on imported methylene chloride originating in the aforementioned countries. This means that the anti-dumping measures have been extended for five years starting from August 15, 2007, in 2012. Expires on August 15th.
